Who are the terrorists?

I live in Exeter, UK, where last week a man apparently tried to blow up a restaurant toilet. 

(If you recognise him from the circulated image herewith, well done!)




In the days that have followed, I've seen headlines like these:

  • "Muslim convert held over blast"
  • "Thousands evacuated as incident paralyses Exeter"
  • "The day bomb terror came..."
  • "If it happens here, it can happen anywhere"
  • "His face was completely covered in blood"
Reading this stuff, I'm left wondering who the real terrorists are, if a reasonable definition of the term, is those who create terror.
